Nitrates are the "N" in fertilizer, correct?

Is this saying that germination might be improved by presoaking seeds in a fertilizer solution?

As long as the nitrate is in a water soluble form (not a time release form) it could be used. I think there was a germination test in one of the old Rose Annuals (I do not know which decade) that tried a nitrate and did not see any improvement. I do not remember which positive ion they used.

Another possibility would be to have some nitrate in the water that one uses to moisten the sand or whatever ones germinates the seeds on.
