It appears to me that they are trying, but viruses are a very complicated part of Nature. Progress may be slow.

According to this page the proposed "C" rating will do little more than acknowledge the existence of RRD as a pest but there's enough room in the regulations to allow for discretionary mandated eradication efforts:

"C" - Organism subject to no state enforced action outside of nurseries except to retard spread. Control or eradication, as local conditions warrant, at the agricultural commissioner’s discretion.

It does seem to that nurseries have some sort of responsibility in regard to class C pests.
